The functions, tasks, powers and working mechanism of the General Office of Population-Family Planning:

Position and functions

The General Office for Population and Family Planning (GOPFP) is an institution under the Ministry of Health (MOH) that has functions to assist the MOH Minister in public administration of population and family planning, including population size, population structure and population quality; providing professional guidelines in of population and family planning activities throughout the country according to current laws.

Tasks and powers

1. Develop law and ordinance projects; draft resolutions, decrees of the Government, decisions and instructions of the Prime Minister on population and family planning issues assigned by the MOH Minister to submit authorized agencies for decision.

2. Develop long-term, five-year and annual strategies and plans, national programs, programs of actions and important population and family planning projects for the MOH Minister to submit the Prime Minister for approval.

3. Submit the MOH Minister for promulgating decisions, instructions, circulations, national technical criteria, professional procedures, and indicators on population and family planning.

4. Assist the MOH Minister to direct and provide guidance for monitoring, supervision, evaluation and take responsibility in implementing legal documents and policies, approved plans, national programs, and population and family planning projects.

5. Provide professional guidelines on population and family planning within its authority.

6. On population size – Family planning:

a) Manage population change, recommend solutions for controlling fertility level and population growth nationally.

b) Make population projections for socio-economic development planning;

c) Provide guidance and monitor the implementation of legal regulations on family planning counseling services and management of contraceptives;

d) Develop and provide guidance on the implementation of models on controlling population size and family planning.

7. On population structure

a) Manage population structure by sex and age;

b) Provide guidance and monitor the implementation of legal regulations to ensure gender balance;

 

c) Develop, provide guidance and monitor the implementation of projects, models on controlling population structure

8. On population quality:

a) Develop indicators on population quality and recommend solutions, in collaboration with concerned organizations;

c) Develop and provide guidance and monitor the implementation of models on improving population quality;

9. Take part in assessing national socio-economic development programs and projects on implementing population-family planning policies to ensure a reasonable population distribution among regions and administrative units;

10. Conduct communication, advocacy and education, service and counseling provision in population-family planning, sexual health, adolescent reproductive health.

11. Conduct scientific research, apply scientific and technological progresses in population and family planning.

12. Establish the population-family planning management information system, organize statistics work and recording system.

13. Provide guidance, monitor, facilitate and support public services and implement socialization in population and family planning.

14. Implement international cooperation on population and family planning assigned by the MOH Minister.

15. Manage and implement investment projects on population and family planning assigned by the MOH Minister.

16. Manage the working mechanism, staff, finance and property; manage its legal institutions assigned by the MOH Minister; implement salary schedule, priority policies, incentive and disincentive policies, staff training within its authority and according to assignment of the MOH.

17. Implement administrative reform in population and family planning according to the MOH plans.

18. Monitor, inspect and solve complaints and problems in population and family planning work within its authority.

19. Implement other tasks assigned by the MOH Minister
