Functions, tasks and Authority
Functions:
The Population-Family Planning Division is an affiliation of the GOPFP. It is to assist the Director General in terms of public administration to implement PFP activities inluding population size, population structure and quality of population
Tasks and authority:
1. Develop legal documents and policy on PFP to submit for approval; Provide guidance for implementation;
2. Develop and implement long-term, five-year and annual PFP plans and programs. Provide guidance for implementation;
3. Develop professional criteria for PFP activities
4. On population size and family planning:
a) Monitor the opulation change, provide solutions for fertility level and population growth at national level;
b) Develop PFP projections
c) Develop plans to ensure contraceptive security, supervise contraceptive security;
d) Provide guidance and supervise PFP activities
đ) Develop and supervise family planning projects and models
5. On population structure:
a) Monitor and provide sulutions for improving the inbalanced age structure by sex
b) Provide guidance and monitor population activities to ensure natural reproduction
c) Develop, provide guidance, and monitor the implementation of intervention models of controling th population structure in accordance with different regions;
d) Propose solutions for controling population structure
6. On quality of population:
a) Monitor quality of population including PFP issues;
b) Develop, provide guidance, and monitor the implementation of models on improving quality of population;
c) Participate in developing programs and projects on improving quality of population implemented by other agencies;
d) Propose solutions for implementing programs on improving quality of population;
7. Develop regulations, guidelines and monitor activities of PFP organizations;
8. Assess socio-economic programs and projects relating to PFP issues;
9. Collaborate with Pesonnel Division to develop training plans and materials on PFP, provide training and technical guidance on PFP work;
10. Participate in PFP research, provide guidelines for application;
11. Manage the Division’s staff and asset;
12. Implement other tasks assigned by the Director General
