- Law
on Protection, Care and Education of Children, enforced in 1991 and
amended in 2004, addresses the responsibilities of the Government, line
ministries and organizations on the protection, care and education for
children, and free- of- charge health care for children under 6 at
public health care services
- Education
Law, in effect since January 1999 and amended in 2005, made early
childhood education part of the formal national system of education. The
law stipulates that early childhood education consists of day care
centers and kindergarten schools which should perform the function of
caring for, and educatimg children from three months to sex-years old.
It also states that the objective of early childhood education is to
help children develop physically, emotionally, intellectually and
aesthetically, bringing into shape the first elements of a child’s
personality and preparing them for entry into the primary education
level
- National
Strategy on Education 2001-2010 and Decision 161 by Prime Minister on
early childhood education (161/2002/QD-TTg) mainly address early
childhood education at commune level and in remote areas and areas with
difficulties.
- National
Nutrition Strategy 2001-2010 targets to the improvement of people
nutrition, espeically child and mother nutrition care.
- National
Program of Action for Children 2001-2010 set objectives of infant
mortality and children under five mortality decrease, children under 5
malnutrition decrease, increase of chidren five enrolment to preschool.
It also addresses child protection and recreation.
